Stoke-on-Trent, Staffordshire

Salary - £40k - £43k

Aspire People are working closely with a Multi Academy Trust in Staffordshire, assisting them with the recruitment of a Chief Finance Officer. The Chief Financial Officer will be directly responsible to the CEO who is the Accounting Officer for the MAT and is ultimately responsible for the proper financial conduct of the institution. The Chief Financial Officer is expected to bring a professional, business-like approach to the leadership of the Trust finance function, running it as a highly competent and efficient service.

This is a fantastic opportunity for a highly experienced finance officer who has an excellent track record within school finance at a senior level and are looking for a new challenge.

The role will be temporary initially with the view of a permanent opportunity for the right candidate.

The Chief Finance Officer will be responsible for the following duties:
Strategic
●Development of a long term financial and operations strategy and appropriate fiscal policies which align with the Trust's vision and values.
●Providing strategic advice to the CEO, CLT and Trust Board on all issues relating to financial matters.
●Preparing the Trust's annual financial forecasts, forecasts for corporate strategies and plans in consultation with the CEO, and developing and implementing strategies for maximising the Trust's current finances.
●Being accountable to the CEO for the proper financial operations of the Trust.
●Building close and effective working relationships with key partners and central finance team.
Operational
●Providing the financial lead to the strategic planning process, including: reports to the Trust Board, annual budgets, periodic forecasts and funding requirements.

●Developing and maintaining financial systems to ensure:
oCompliance with statutory requirements and returns including but not limited to those relating to the ESFA, charity commissioner, companies act, HMRC, etc.,
opension records and returns are up to date
oeffective management of the payroll and that all tax and National Insurance records and returns are up to date
oincome collection procedures are operating effectively and debt problems are minimised and invoices are processed efficiently.
●Preparing and submitting the annual Trust budget forecast returns, working closely with senior leaders and budget holders to ensure consistency with the Trust's strategic and financial objectives.
●Monitoring the income and expenditure budgets across the Trust and giving early warning of difficulties.
●Analysing and reporting on monthly management accounts to identify trends, concerns and financial forecasts.
●Presentation of high level reliable information to the Trust Board to facilitate strategic decisions and mitigate risks.
●Providing accurate and timely information to enable effective budgetary control, decision-making and sound strategic planning.
●Ensuring that effective financial structures and controls are in place to support robust financial management.
●Maintaining the Trust's accounts in accordance with the funding agreement and Academies Financial Handbook issued by the funding body and in accordance with the financial regulations and procedures of the Trust. The Chief Financial Officer will ensure that the Trust follows best practice in terms of financial governance, and ensure the probity and legislative compliance of all financial transactions, including payroll and cash handling, and the integrity and suitability of all control mechanisms (audit and risk management).

●Preparing the annual accounts to prescribed standards and taking responsibility for the completion and submission of regulatory reporting.
●Liaising with both internal and external auditors to enable them to operate effectively.
●Liaising, on behalf of the CEO, with the funding body on financial matters.
●Proactively managing the Trust's relationship with its bankers, to ensure that appropriate and efficient systems are in place for the Trust's accounting procedures.
●Proactively managing the cash position of the Trust and its operating activities, and reporting regularly on this aspect of financial management to the Trust Board.
●Planning and co-ordinating all tax and treasury management practice and policy, with particular reference to charitable status and cash management.
●Helping to ensure that the Trust achieves value for money across all its academies and activities, including the delivery of services.
●Maintaining the Trust's risk register.
●Attending pension scheme meetings where appropriate and signing off all pension returns for the Trust.
General
●Preparing policy and review papers as required and requested.
●Maintaining a presence in regional and national professional networks and through these and other means ensuring a current overview of sector policies and developments.

Performance Measures
Typical performance measure approaches for this post (which will be the subject of discussion with the successful candidate) will include:
●Successful achievement of a balanced budget and a positive performance in respect of key financial performance indicators and audits.
●Accuracy and timeliness of financial returns to statutory agencies.
●Accuracy, timeliness and quality of presentation of internal management information on financial matters, including cash flow information, budgetary control information etc.
Achievement of streamlined and cost-effective processes for financial administration.
